In a large pot, over medium-high heat, heat up the oil.
Sauté the beef stew meat until meat is brown on all sides.
Add the garlic, carrot, onion, and sauté for 5 minutes.
Pour and stir in beef stock, ground black pepper, salt.
Boil water, add parsley, turn the heat to low, and simmer for 30 minutes. Cook until meat is fork-tender.
In a separate saucepan, boil water and cook pasta following the cooking time suggested on the package.
Strain noodles and place in serving bowls.
Ladle soup and beef stew meat into each bowl and serve immediately.
